Azerbaijan Country Work Programme for 2017

Following a comprehensive assessment of the institutional, legislative and regulatory environment in the energy sector of Azerbaijan--as well as consultations with national authorities, the EU Delegation to Azerbaijan and other stakeholders--EU4Energy Governance activities this year consist of the following: 

  • Assisting with the elaboration of legislation on energy efficiency in line with best EU and international practice;
  • Supporting the setup of an independent regulatory authority;
  • Providing guidance and methodological advice in the development of a long-term energy strategy for Azerbaijan;
  • Supporting technical capacity-building in public institutions dealing with energy policy.

In October 2017 in Baku, Azerbaijan, policymakers and stakeholders participated in a national capacity-building workshop on developing and implementing energy efficiency policies prior to an inter-ministerial working group meeting on drafting a the new law on energy saving and energy efficiency.

First Inter-Ministerial Working Group Meeting on the Law on Energy Saving and Energy Efficiency (4 May 2017)

The Legal Coordinator for the Knowledge Centre, Vitali Hiarouski, contributed to the Euro School in Azerbaijan by holding an interactive learning session on sustainable development, energy, and its international legal framework in coordination with officials of the EU4Energy programme.
At an inter-ministerial meeting in Baku, Azerbaijan, the Energy Charter Secretariat meets with the Ministry of Energy and other key stakeholders to discuss the drafting of a new law on energy efficiency.
