The International Energy Charter is welcomed by officials in Albania

On 5 February 2019, the newly appointed Albanian Minister of Infrastructure and Energy, Ms Belinda Balluku, welcomed Energy Charter Secretary-General Dr Urban Rusnák in Tirana. This meeting was inaugural in light of Albania’s Chairmanship of the Energy Charter Conference this year. The parties had an opportunity to go over a range of topics which covered cooperation with the Energy Charter Secretariat, modernisation of the Energy Charter Treaty, Review under Article 34(7) and the Albanian Chairmanship in 2019.     

Among the areas of cooperation discussed were, EIRA 2019, in which Albania is participating, a dispute management instrument developed by the legal unit of the Secretariat and Albania’s involvement as Chair country in events to be organised by the Secretariat this year.  

Albanian high-level officials, including  Mr Ilir Bejtja, the Deputy Minister responsible for Energy, were briefed on the modalities of the Chairmanship this year and on the ensuing division of responsibilities and expectations.  

The meeting went on a positive and receptive note, and was followed by two visits to the newly built offices of the Albanian Power Distribution Network Operator (OSHEE) and Transmission System Operator (OSI) and their respective modern automated dispatch centers. In addition, two presentations were made by these companies on their operations, and the parties discussed the state of energy generation and other energy-related matters of Albania.
