Secretariat strengthens relations with the World Bank Group

On 11-12 December a delegation from the Energy Charter Secretariat’s Investment Unit held meetings with several organizational units of the World Bank Group in Washington DC. The aim of the mission was to discuss potential cooperation between the Investment Unit of the Secretariat and the World Bank units in the context of the Secretariat’s new flagship publication, the Energy Investment Risk Assessment (EIRA).

Led by Mr David Kramer, Head of the Investment Unit, the delegation met with Mr Koen Davidse, World Bank Group Executive Director, and Mr Roman Kachur, Alternate Executive Director, Ms Shamali F. De Silva, Chief Counsel for Operations and Policy at the Multilateral Investment Guarantee Agency (MIGA), Ms Veronique Gubser, Global Lead Counsel Power at the International Finance Corporation (IFC), Mr Daron Bedrosyan and Mr Tigran Parvanyan, lead authors of the RISE publication (Regulatory Indicators For Sustainable Energy), and Mr Jean Arlet, Team Lead (Getting Electricity) at the World Bank’s Doing Business unit. The key topics of the discussions included ways to increase the added value of the EIRA publication, the evolution of the EIRA methodology, the alignment of efforts in raising investment in the energy sector and the strengthening of cooperation between the World Bank Group and the International Energy Charter.

In the sidelines of the mission, the delegation held meetings with high-level representatives of the American Petroleum Institute (API), the Atlantic Council, the Embassy of the Netherlands in the United States, Climate Finance Advisors, the World Resources Institute (WRI) and Columbia University’s Center on Global Energy Policy (CGEP).
