Morocco hosts energy investment fact-finding mission

On 5 and 6 February, the Moroccan Ministry of Energy, Mines and Sustainable Development hosted a fact-finding mission related to the country’s participation in the flagship publication, the Energy Investment Risk Assessment (EIRA). The Head of the Secretariat’s Investment Unit Mr David Kramer and Expansion Unit Coordinator Mr Can Öğütçü conducted meetings with Mr Mohammed Ghazali, Secretary General, and Mr Mohamed Bernannou, Advisor to the Minister and Chief Staff of the Minister H.E. Mr Aziz Rabbah. Moreover, under the guidance of Mrs Maya Aherdan, Director for International Cooperation and Communications, extensive discussions took place with the Ministry’s staff on the measures in place to reduce legal, regulatory and policy risk for investment in the energy sector. The Secretariat’s delegation also had a meeting with MASEN – Morocco’s agency for the development of the country’s high ambitions towards sustainable energy.

The mission concluded with a visit to the Embassy of the Netherlands in Rabat. The Embassy has been a Liaison Embassy for the Energy Charter Process since 2012, accompanying and supporting the Secretariat in its cooperation with the Kingdom of Morocco.

In 2012 Morocco became an Observer to the Energy Charter Conference. In 2015, the country strengthened its commitment by signing the 2015 International Energy Charter declaration at the Ministerial Conference on the International Energy Charter in The Hague, The Netherlands. During the mission, different aspects of the Energy Charter Treaty were discussed, including recent developments such as the potential modernisation of the Treaty and steps to be taken in the process of accession. Morocco will continue working with the Secretariat on examining different aspects of the Treaty.
