On behalf of Energy Charter Secretary-General Dr Urban Rusnák, the Head of the Secretariat’s Investment Unit David Kramer addressed the Conference with a closing speech. The 4th IPEC Congress focused on the development of Iran’s domestic energy sector, both upstream and downstream. In his speech, Mr Kramer underlined the different roles of the government, including the role it can play to enhance the regulatory environment for attracting more investment to the energy sector. He highlighted recent developments in energy investments, the role of the Energy Charter Treaty and he presented the Secretariat’s new flagship publication, the Energy Investment Risk Assessment 2018 (#EIRA2018).
The visit was facilitated by the Youth Committee of Iran’s National Committee of the World Petroleum Council. On the margins of the Congress, the Secretariat held high-level meetings with Dr Masoud Hashemian, Acting Deputy Minister of Petroleum, and Dr Mohsen Bakhtiar, Deputy Minister of Energy. Iran became an Observer to the Energy Charter Conference in November 2016, and during both meetings the next steps for Iran in the Energy Charter Process were discussed as well as several options for cooperation.
